Job Description
Transportation Engineer
Looking for Intelligent Transportation Systems (ITS) Engineer
Roles and Responsibilities:
The primary roles and responsibilities of the proposed candidate will be to serve as a task
leader and/or Lead Engineer and provide ITS engineering technical design services for capital
and operating design projects at various Port Authority facilities. Additional details of the
responsibilities associated with this assignment may include the following:
· Develop Pre-Stage I, Stage I, Stage II and Stage III contract documents,
consisting of contract drawings, specifications and estimates for design projects
· Provide Stage IV construction support services
· Develop design documents for the installation of various ITS subsystems, typically
focusing on dynamic message signs, vehicle point detection, probe vehicle surveillance,
automated incident and stopped-vehicle detection, automated incident response, and
reporting subsystems
· Evaluate various detection, surveillance and electronic signage technologies for their applicability to the facility roadway network
· Develop various test procedures for system acceptance testing and witnessing factory and site acceptance testing and operational testing, and participating in final system inspection on behalf of the Engineering Department
· Assist in the preparation of system documentation, i.e., system operator’s, manager’s, administrator’s, maintenance manuals and training plans
· Assist the Facilities with the maintenance of the system after installation
· Develop ITS design guidelines and equipment specifications to promote standardization and device interchangeability
· Perform quality control inspections on all projects to determine if the job was satisfactorily completed. These inspections focus on life safety issues as well as the overall product produced by the contractor.
· Review and comment on all ITS related shop drawing submittals for each project including, but not limited to, equipment details, sign layouts, and support systems.
· Respond to Requests for Information (RFI) for on-going construction projects. RFIs may involve field changes to the contract drawings in order to expedite unforeseen circumstances. These RFIs require field presence as well as working knowledge of the project, the existing roadway network, operational limitations, and field conditions.
Qualifications and Experience
The proposed candidate must be able to assume the roles and responsibilities mentioned above. Strong interpersonal and written/verbal communications skills are desirable. The proposed candidate must also meet the experience and qualifications criteria highlighted below, with required knowledge and understanding of the following:
· Thorough understanding of the fundamental systems engineering principles, and substantial knowledge and experience in applying these principles to ITS projects.
· Design of ITS subsystems, typically focusing on dynamic message signs, vehicle point detection, probe vehicle surveillance, automated incident and stopped-vehicle detection, automated incident response, and reporting subsystems, and FHWA’s Manual on Uniform Traffic Control Devices (MUTCD), and AASHTO Roadside Design Guide.
In addition, it is desirable for the proposed candidate for this assignment to have an understanding of the following:
· The Authority’s organizational structure, interrelationship among various departments, knowledge of the project development delivery process, and information technology resources/standards,
· The Authority’s transportation infrastructure and knowledge of facility roadway networks and day-to-day operations, and
· Authority Design Standards and processes, Traffic Standard Details, Specifications, and Cost Estimating Policy & Procedures.
